It compares your ISP's DNS server with other available servers to help you determine the best one.
You need to download a portable exe of 5Mb and run it. It takes about 5 min to give you the result.
Run the test and find out the fastest DNS for your computer and follow instruction to change the DNS Server.
For me my ISP's DNS Server is the Best one.
